Compiling the list of specialists to consult NGOs in preparing 2009 final financial reports for the Ministry of Finances until 1 April 2010 is completed. The consultation will be held by a group of 16 specialists.
The members of the group will be provided with the final training by the specialists of the Ministry of Finances on February 18, 2010. Then they will start consultation at predetermined places since 22 February, 2010.

Today Chairman of the Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan Azay Guliyev met with Executive Director of Open Society Institute – Assistance Foundation Farda Asadov in the office of the Council.

Today Chairman Azay Guliyev met with the representatives of the Swedish International Development Agency – Country Manager Klaus Rasmussen, Country Advisor Jessica Pellrud and – Vise-Council of the Swedish Consulate in Baku Bahram Atabeyli.

Decree of the President of the Republic of Azerbaijan Ilham Aliyev on Approval of “The Concept of State Support to NGOs of the Republic of Azerbaijan” dated July 27, 2007 and establishment of the Council of State Support to NGOs under the President of the Republic of Azerbaijan (hereinafter “the Council”) in December of the same year marked the beginning of the new era in the development of NGO Sector in Azerbaijan. Following this important and historic decision of the President of the Republic, for the first time financial resources have been allocated from the state budget to support NGO initiatives of public importance, NGO-state relations moved to a new stage and new opportunities emerged to mobilize all potentials of public sector for the sake of strengthening civil society in Azerbaijan.
Pursuant to these provisions, especially key principals and forms of state support embodied in the Concept and Regulations on the Council, in 2009 a close cooperation has been established with non-governmental organizations, their diverse initiatives were supported and a number of activities were organized with the purpose of promoting growth of civil society in Azerbaijan.

The Council of State Support to NGOs under the President of the Republic of Azerbaijan held an event dedicated to the results of its activities during 2009. Report on the Council’s activities in 2009 and implementation of project as well as book published about financed projects were presented during the event.

Following monitoring plan of the Council’s Secretariat, the employees of the Secretariat conducted monitoring of the Council-financed projects. We would like to present the following information regarding conducted monitoring of the Council-financed projects in 2009:

Issues concerning submission of annual reports to the Ministry of Finances on NGO activities were elaborated at the meeting of the Council of State Support to NGOs under the President of the Republic of Azerbaijan held on January 15, 2010 where a number of difficulties has been identified in this aspect. The topic was also discussed in the meeting of Chairman of the Council Azay Guliyev with Deputy to the Minister of Finances Ilgar Fatizade. An exchange of opinion has been conducted on transition of NGOs to National Accounting Standards, rules for submission of annual financial reports to the Ministry of Finances, strengthening skills and abilities in this respect as well as other possible difficulties, and a common agreement was achieved on the following items:

Today the subsequent meeting of the Council of State Support to NGOs under the President of the Republic of Azerbaijan was held. The report regarding the Council’s activities in 2009 was discussed during the meeting. It was noted that the report contained extensive information on the Council’s activities during the last year, and it could be submitted to the public and relevant institutions after considering comments of the Council members.
